Yes, ordinarily when knitting back and forth, one turns the work at the end of each row so that you are always knitting onto the rh needle. Some talented folks learn to knit in both directions expressly so that they can avoid purling when producing the stockinette stitch in back-and-forth knitting. If you turn your work and knit each row, the result will be garter stitch, which looks the same on each side - a row of knit alternating with a row of purl.
In circular knitting, you just go round and round, so knitting every round produces stockinette stitch, and alternating a knitted round with a purled round produces garter stitch.
